What kind of claim is this insurance for?

Suppose a spectator on the dock is hurt when a loose rental board slides off the rack and strikes their leg and alleges that the paddleboard organizer caused the injury. That is the kind of third-party claim event liability insurance may address, subject to the policy terms. If a paddler falls and is injured, or the organizer's rental boards are damaged or stolen, you may need a separate coverage option; ordinary event liability is not automatically the answer.
