What kind of claim is this insurance for?

Suppose a pedestrian walking beside the route is clipped by the wagon as the pickup swings wide around a corner and alleges that the hay ride organizer caused the injury. That is the kind of third-party claim event liability insurance may address, subject to the policy terms.
