What does the general contractor need before I can start?

Three things, usually. A certificate made out to the exact entity in the contract. Copies of the endorsements it refers to, because a certificate is a summary, not the policy. And on some projects the front pages of each policy, which show your limits.

Then someone at the general contractor, or an outside vendor they hire, reviews the package. That usually takes a day to a week, and longer with a vendor or a public owner. What can I do today to speed it up?

  1. Send the award letter and the whole insurance exhibit to your broker. Not a summary. The exhibit.
  2. Send the exact legal names of the general contractor, the owner, and anyone else the contract names. Copy them from the contract.
  3. Send the front page of every policy, so the broker sees what is already there.
  4. Send job details. Start date, contract value, scope, and estimated job payroll. Nothing new can be quoted without them.
  5. Be ready to sign and pay. Most new policies bind only after a signed application and a down payment.
  6. Ask for a binder. That is the insurance company's written confirmation that coverage is in force before the policy documents arrive. Many general contractors accept it with a certificate. It is temporary, often 30 to 90 days, and does not prove a policy change is on the policy, so the copies still have to follow.

What slows things down the most?

Asking for the certificate before the change is bound. A certificate that shows wording the policy does not yet have is worthless, and issuing one on purpose is a false statement. More: certificate mistakes that delay a job.

Can I start work before the certificate is approved?

Read the contract. Most say you may not mobilize until the general contractor has approved your insurance, and some let them withhold payment for work done before approval. If the schedule is tight, ask in writing whether a binder and certificate are enough to start while the copies catch up. Get that yes in an email.


What this looks like in real life

Illustrative example. It is typical of what we see and is not a promise of how any specific situation would be handled.

The setup: A concrete subcontractor in New York with ten employees wins a $260,000 foundation package on a Thursday. Mobilization is the following Wednesday. The contract requires the usual endorsements and a $2,000,000 umbrella. He carries $1,000,000.

What went wrong: He sends his broker a photo of one page of the exhibit on Monday, with the general contractor's name as it appears on their trucks. The endorsements bind Tuesday, the umbrella increase Thursday. The certificate is rejected Friday because the owner's legal name is missing, and the general contractor's certificate reviewer does not look again until the next Wednesday.

What it cost: Illustrative figures: his crew of six sat six working days at about $1,300 a day in wages and equipment, roughly $7,800, plus a delay notice on his first job with this general contractor.

The fix: Everything in the exhibit was routine. Sent Thursday with the full contract and the exact legal names, the package would have been approved before Wednesday.
