How Can I Find Cheaper Workers' Comp Insurance in California?

Get more than one quote at the same time, on payroll that is split correctly. California uses open rating, so the state publishes only a starting number, $1.65 per $100 of payroll for policies beginning September 1, 2026, and every insurer prices above or below it. Who this is for: California contractors whose renewal went up, or who have never seen more than one quote.

The short version

  • California is an open rating state. Every insurer sets its own rates above or below the state's $1.65 benchmark, so shopping produces real differences.
  • State Fund is the not-for-profit insurer California created. It competes for good accounts and it is also where you go if private insurers say no, so get its quote alongside the others.
  • Payroll in the cheaper high-wage construction classes needs time cards with start and stop times. Bring them to the quote, not just to the audit.
  • Your claims history multiplier follows you to a new insurer. It does not reset, but a different insurer may price around it.
  • Never let the policy lapse while you shop. A lapse can bring a stop order, a $1,500 per employee penalty, and a suspended license.

Why do California workers comp quotes differ so much?

Because the state does not set the price. California's rating bureau files advisory rates and the Insurance Commissioner approves an average benchmark. For policies starting September 1, 2026 that benchmark is $1.65 per $100 of payroll, up 6.6 percent. Each insurer then files its own rates, class by class.

What should I send to get accurate California quotes?

  1. Payroll by job class. Field trades, office staff, and owners listed separately.
  2. Hourly wages and time records for construction trades. California rates payroll at or above a wage threshold in a cheaper class, but only with original time cards showing start and stop times. Without them, a quote built on the cheaper class will not hold at audit.
  3. Loss runs. Your claims history report from each insurer, five years back, with a sentence on each claim.
  4. Your license number and classifications.

The wage thresholds matter most for contractors:

TradeHourly wage for the cheaper class, nowFrom September 1, 2026
Carpentry$41$46
Electrical wiring$36$40
Plumbing$32$35
Roofing$31$33
Concrete flatwork$33$36
Wallboard installation$41$45
Glaziers$39$43
Steel framing (light gauge)$41$46

The wage that counts is the regular hourly wage, not overtime. More levers in how to reduce workers comp costs in California.

When does switching insurers save money in California?

Renewal is the clean moment. Start 60 to 90 days out, so quotes come back before the renewal offer expires. Switching mid-year is possible, but the old insurer may keep part of the premium as a cancellation charge, and you still owe the audit for the months you were covered.

Whatever you do, keep coverage in force. California requires workers comp from your first employee. An uninsured employer faces a stop order that halts the crew, a penalty of $1,500 per employee, criminal exposure, and a suspended license. A day of gap can cost more than a year of savings. See what happens if you do not carry workers comp.

What does workers comp cost a California contractor?

The only published California number is the state's advisory average, $1.65 per $100 of payroll for policies starting September 1, 2026. That is an average across every job, from office work to roofing, so a construction class sits well above it. Nobody publishes a rate for your trade, because every insurer files its own. Four things decide where you land: your job classes, the wage tier your crew qualifies for, your claims multiplier, and how many insurers are competing.

What this looks like in real life

Illustrative example. It is typical of what we see and is not a promise of how any specific situation would be handled.

The setup: A concrete contractor in Modesto runs six finishers. His renewal comes in 14 percent higher at $51,000. He has never had a second quote.

What went wrong: His finishers earn $37 an hour, above the $36 flatwork threshold for policies starting September 1, 2026, but the renewal rated all of them in the low-wage class because nobody asked. The application also listed his office manager as a finisher.

What it cost: Illustrative math: with the payroll corrected and time records attached, three private insurers and State Fund quoted between $38,500 and $47,000. He bound the $38,500 quote, about $12,500 below the renewal offer, with the same coverage.

The fix: The savings came from presenting the payroll correctly and letting four insurers compete for it. Neither happened while the policy renewed on autopilot.

Frequently asked questions

Q: How can I find cheaper workers comp insurance in California?
Have one application quoted by several private insurers and State Fund at once, with payroll split by class and wage tier and time records attached. California insurers set their own rates.

Q: Is State Fund the cheapest workers comp in California?
Sometimes, sometimes not. State Fund competes with private insurers for good accounts and is also where you go when they decline you. The only way to know is to get its quote in the same comparison.

Q: Can I switch workers comp insurers in the middle of my policy year?
Yes, but the old insurer may keep part of the premium as a cancellation charge, and you still owe the audit for the months you were covered. Renewal is the cleaner moment. Start 60 to 90 days ahead.

Q: Will a new insurer reset my claims history multiplier?
No. Your experience modification is worked out by California's rating bureau from three years of claims and follows you to any insurer. A different insurer can still offer a better base rate or credits around it.

Q: Does my payroll app count as time cards in California?
Only if it records start and stop times for each work period, and you keep the original exports. Daily totals are not enough. Without those records the auditor moves the payroll to the low-wage class.

Q: What if every private insurer declines me?
Apply to State Fund, directly or through a broker. It exists to provide an available market for every California employer, and it is where employers turn when private carriers say no.
